We are disappointed to announce that the expected\nachievement of prohibition of all corporal punishment of children in the\nPhilippines has hit a major obstacle.<\/p>\n\n\n\n
In December 2018 the Positive Discipline Bill finally passed\nthird reading in both houses and was expected to be signed into law by the\nPresident early this year. However, on February 23rd<\/sup> the President\nissued a veto message saying that he refused to sign the bill because, among\nother objections, he does not agree with the \u2018sweeping condemnation\u2019 of\ncorporal punishment.<\/p>\n\n\n\n The Positive Discipline Bill has been introduced and debated\nin Congress every year since 2012 (it was first introduced in 2008); however\nlocal organisations started their campaigning back in 2003, over the years\nbuilding a strong base of support for positive discipline, child participation\nand children\u2019s rights among NGOs and community organisations, and eventually\namong politicians as well. Although they have not succeeded in changing the law\n\u2013 yet – they have changed behaviour and attitudes in many ways, and remain\nresolute in their commitment to raising awareness of positive discipline,\nimplementing effective child protection procedures, and working towards\nprohibition of corporal punishment.<\/p>\n\n\n\n Local campaigners are now considering their next steps.
