States were under the obligation to confirm their formal responses to recommendations \u2013 either \u2018supporting\u2019 (accepting) or \u2018noting\u2019 them \u2013 before the start of the session. The meaning of \u2018noting\u2019 a recommendation is ambiguous, but it is often similar to \u2018rejecting\u2019 as it signifies that the state refuses to commit to implementing the recommendation.<\/p>\n<ul>\n<li><strong>India<\/strong>\u00a0supported recommendations to prohibit corporal punishment of children in all settings, including the home, reaffirming its commitment to prohibition. The<strong>\u00a0Netherlands<\/strong>\u00a0accepted similar recommendations in relation to its Caribbean territories.<\/li>\n<li><strong>Morocco<\/strong>\u00a0supported recommendations to prohibit corporal punishment in all settings, adding that they were considered as fully implemented. In Moroccan legislation, corporal punishment of children is only prohibited in the penal system.<\/li>\n<li>A recommendation to \u201cexplicitly prohibit corporal punishment of children in all settings\u201d was only partially supported by\u00a0<strong>Algeria<\/strong>, which \u2018noted\u2019 the part stating \u201cin all settings\u201d. We are seeking to establish whether the Government is still committed to prohibition in all settings, including the home.<\/li>\n<li><strong>South Africa<\/strong>\u00a0\u2018noted\u2019 recommendations to prohibit corporal punishment in the home, stating that \u2018noted\u2019 recommendations were \u201cthose which South Africa is in the process of considering and cannot commit to at this stage\u201d. A\u00a0<a href=\"http:\/\/www.endcorporalpunishment.org\/prohibiting-corporal-punishment\/hrlaw\/key-judgments\/south-africa-2017-high-court-judgment.html\">recent judicial decision<\/a>found the common law defence of \u201creasonable or moderate chastisement\u201d to be unconstitutional \u2013 we are awaiting the Government\u2019s reaction to the High Court ruling and seeking to establish whether the Government is still committed to prohibition in all settings, including the home.<\/li>\n<li>The\u00a0<strong>United Kingdom<\/strong>\u00a0had received seven recommendations on the prohibition of corporal punishment of children: it \u2018noted\u2019 them all, adding that \u201cparents should not be criminalised for giving a child a mild smack in order to control their behaviour\u201d.<\/li>\n<li><strong>Bahrain<\/strong>\u2019s response to a recommendation to prohibit in all settings is available in Arabic only \u2013 we are in the process of obtaining a translation.<\/li>\n<li>No recommendation specifically on corporal punishment was extended to the\u00a0<strong>Philippines<\/strong>, which supported a general recommendation on the eradication of violence against children.<\/li>\n<li>Contrary to its obligations,\u00a0<strong>Poland<\/strong>\u00a0is yet to clearly respond to recommendations extended in May 2017.
